INCA announces call for proposals Appliciations for Mini Grants Program  Capacity building of civil society for advocacy and public participation in decision-making process on the use and managament of natural resorurces"

 

Tirana - dt. 11/11/2018 - INCA (Institute for Nature Conservation in Albania) launches call for project proposals: Mini Grants Program "Building Civil Society Capacities for Public Advocacy and Participation in Decision Making Processes on Natural Resources Management and Management".

 

The project "Empowering Civil Society Organizations to Promote Nature Conservation in Albania" is being implemented by the Institute for Nature Conservation in Albania (INCA) in cooperation with the International Union for the Conservation of Nature (IUCN). The project aims to increase and strengthen the skills and active role of Civil Society Organizations (CSOs) on the implementation of legislation, the fight against corruption and the minimization of negative impacts on the management of natural resources and protected areas; encourage co-operation between (CSOs) and public authorities, local communities and the media, and promote networking and building partnerships between them. The project takes into consideration 4 pilot areas: National Park Divjake-Karavasta, National Park Shebenik Jabllanicë, Nature Park of Kune Vaini as qell as the Porto Palermo area. The project is funded by the European Commission under the “Support to the Capacities of Civil Society Organizations”.

                  

The purpose of the Mini-Grants Program "Civil Society Capacity Building for Advocacy and Public Participation in Decision-Making Processes on Natural Resources Management and Management" is to build capacities, increase knowledge and technical skills of CSOs to expand their engagement in advocacy activities at the national and especially local level in selected pilot areas and actively participate in decision-making processes related to conservation and management of protected areas. Beneficiary CSOs will join a national network together with project partners , while actively participating in the main activities of the project. The activities under this mini-gram program have as objective:

 

  • To increase and strengthen the skills and active role of Civil Society Organizations (OMSHC) on the enforceability of legislation, the fight against corruption and the minimization of the negative impacts on the management of natural resources and protected areas.
  • Encourage co-operation between CSO and public authorities, local communities and the media, and encourage partnerships between them to create a long-term work program focusing on improving the enforcement obligation of national legislation and EU acquis in the field of nature protection. (CSOs receiving financial support will participate in capacity building events).

The Advocacy and Civil Society Capacity Building Grant Program will be awarded to civil society organizations (NGOs) having their headquarters and operating in the four pilot area regions considered by the project and involving the respective Municipalities: the Shebenik National Park - Jabllanicë (Communes: Librazhd, Prrenjas, Elbasan), Divjaka-Karavasta National Park (Communes: Fier, Lushnjë, Rrogozhinë, Divjaka), Porto Palermo Sea area (Communes: Vlora, Himara) and Kune-Vain-Tale Natural Park : Lezha). Qualified organizations can only apply or create local partnerships, and the latter will be more favored.

 

In order to maintain a balanced representation of the four pilot areas selected, at least one beneficiary will be selected from each of the four pilot areas. All beneficiaries will have to meet the following minimum criteria:

  • Registered for at least two years in Albania for the principal applicant / leader organization and one year for the co-perpetrators të kenë llogari bankare për organizatën (për aplikantin kryesor);
  • Must have a clear mission regarding environmental protection and nature, or participatory governance / democratization.

Potential Organizations are encouraged to increase the impact of their actions by forming local partnerships before applying. In the case of equal conditions, priority will be given to partnership applications.
